BER Cert on Derelict house

I'm wondering is it necessary to provide a BER Cert when selling a house that is Derelict, unhabited for a number of years. This house is being sold requiring major work (if not demolition and rebuilding) and the price reflects this. However Solicitor is insisting that a BER Cert is a legal requirement. Is there any provision/exclusion in the process for such an eventuality. A BER Cert that will come up with the least efficient rating would be the outcome, roof leaking windows broken currently. It seems pointless to require this but I'd welcome any experience/advice. Thank you
 
Yes I'm afraid you will have to get one I was in the same situation this year and it applies to any house you are selling even though the person buying it is knocking it down. Just another money making racket. I would shop around for it though as alot of people out there doing it now. The man I got traveled from Waterford to Limerick to do mine and charged me 200 euro he said he was thinking of giving it up as so many people now doing it and undercutting each other.
