Benefits of site value tax over stamp duty

Seeing that it seems the hc will be changed to a site value tax , can anyone explain the benefits of this type of tax outside of a steady stream of revenue.
A lot seems to be made of how it brings us into line with other eu countries and how this type of tax prevents property speculation.
How does that work , it would seem to me to discourage people from buying HOMES to begin with and possibly live in rented acommodation or local authority housing , surely this leaves people in general with a more transiant attitude to their communities, and possibly more reliant on the state for housing especially later on in life.
In fact on the face of it does a transaction based tax ie stamp duty not discourage property speculation more so
