Is it possible to keep your dial-up as well as bband.Is there any point-e.g-If you go over the 20 hrs or whatever you agreed for a set fee monthly.then go back to dial up for excess usage.Does this make any sense???

you can keep both no problem. You'd just have to work out which is cheaper - the excess minute rate or the dial up cost.
