Bar with free wifi - issue with customers

Hi,

My brother owns a cafe/bar in Spain and provides free wifi to customers but the problem is that customers are coming in and sitting for hours over one glass of wine/cup of coffee while on the internet.

Not too bad at this time of the year but when the summer comes, these people (mostly Spanish) will take up seats that good paying customers could be using.

He can't unplug it as he needs the internet to provide the security cameras around the bar.

Any ideas on how to prevent this happening?

Nothing to stop him comping a few or offerring one hour free with each purchase etc.
