Banks refusing refinance to consolidate debt

Hi all
New to the forums, but am wondering if there is some advice on this topic.

I am applying to refinance my mortgage so I can consolidate debt, but my branch has informed me that such are no longer approved. I have a number of out goings Loans, Credit Cards etc... all loans, mortgage and some credit cards with the this bank, and wish to consolidate.

One loan is less than a year old, but financial circumstances have changed considerably since it was taken out. While I can keep my head above water making the repayments, I can no longer put food on the table for my family. Refinancing would allow me to free up much needed money each month, which would solve the problem.

Any advice?

Should I switch to another lender. At the moment I have an excellent interest rate on my existing mortgage 2.3%
 
Yes. I am hoping to refinance to about 285,000, with a home value of approximately 400,000.
