Bank of Ireland switching credit cards without PPI

Anyone know why Bank of Ireland is doing their best to switch customers from a Twin Card to a Classic Card? They're saying it's going to be a much cheaper rate and the only other difference is that there is no PPI offered with it. I've asked if there are any catches and they've said on numerous occasions during the phone call that there are no catches but anyone aware of any? I'm a little suspicious - why is a bank pushing a card with a lower interest rate? Don't get me wrong - I think lower interest rates are fabulous but there has got to be a snag somewhere! Also would I be eligible for the PPI that I've paid so far in a refund if they are insisting on the switch to a card where no PPI is available?
 
I had a twin card which I then transferred to a clear card - at lower interest. now shot up to classic card rates - only notification in paper, rather than individually. Sounds like consolidation of products.
