bank account for non resident scot

hi all, not too sure if this is the right section.Basically my mother has a friend living in scotland,born and raised there.Her friend has enquired if she is allowed to have an irish bank account. Now I think the answer is no but before I get back to her I just want to check with anyone on this site who would know the answer,legalities etc.
P.s she is a retired lady aged 62 who has recieved a couple of matured policies.

Why does she want an Irish bank account?

Could she open an account with Anglo in the UK or BOI in the UK?

Some Irish banks in the ROI do offer non resident accounts.
