Most places in Ballina are usually booked a year in advance from each Festival. You'd have a better chance of getting a B&B if you go outside of the town - do you have a car? I don't know if there is a hostel in Ballina - I've never heard of one.
I'm from there originally and have never gone to the Festival because most hotels are fully booked.
