Balance transfers on credit cards

I've never done a balance transfer, but I noticed a number of cards offer interest free for long periods.

Is there ever cases of people moving their debt around for years without ever paying it off?

I guess this activity would show on their credit report?
 
The €40 stamp duty fee does mean that there is some cost to having multiple cards even on 0% interest.
 
You still need to make the minimum payments, but some people do roll their debt around like this.
