Bail for murder suspects

I see that the two individuals charged with the murder of the Galway publican two year ago failed to turn up in court today. Both are Romanians........
How come two foreign nationals charged with the most serious of crimes can so easily get bail. I would be intrigued to understand the logic of allowing such higher risk suspects access to bail. Are they not obvious flight risks.
If Judges cannot be more realistic, do we need to change the bail rules for more serious crimes?
 
I think the amendment was something to do with crimes being committed while on bail. Can't remember exactly what it was.
