Bad Settling Cracks on Stairs

I have a new house, moved in July 2007. Over the last 6/8 weeks I noticed the join between the wall and stairs has been cracked. The crack is now running the full length of the stairs, and is open 2/3mm in place. I have measured the depth of the crack in several places by using a piece of paper pushed through the crack until it touches the wall. The depth of this varies between about 3mm to 20mm. It seems to just be getting worse each time I look at it!

I don't think that settling cracks should be of that depth but I'm not an expert so am open to correction. Is going back to the builder a good idea? It is a terraced house and the cracks only seemed to appear shortly after the neighbours moved in about 2 months ago.

Thanks for any advice
KC.
