Don't know about the EU average - but in Poland, within 20 kms of major cities, pure agricultural can be bought for €2,600 per hectare at lowest end to €10,500 average, moving to €25,000 at high end. Subsidies amount to about a 2% gross yield. If the land gets connected to roads and utilties, you can increase value by x10 and if you can convert to building land, then value increase X5 - x10.
