Introduced some years ago in one of the budgets - charge has been reduced to current levels in last budget....

If the card has ATM functionality and is used within the year €2.50 and another €2.50 for laser/debit card functionality, again if used within the year.

Yes, it used to be €10 and was reduced a couple of years ago. About the same time as the Credit Card Stamp Duty was reduced from €40 to €30.
