Asking prices going up (so they can lower to what they want)

Have been looking at houses on daft and my home for the past 18 months and have seen a few houses that obviously didn't sell now relisted with higher prices, one in Greystones for example was on the market 8 months ago for some time at 470,000 it's now on for 490,000. when I rang EA they and asked if there was any room for negotiation they the sellers might consider a lover than asking price offer due to the current market. I then asked if they would consider 470,000 the price they had it on the market for some time ago the EA got a bit flustered and said "oh it's has work since then" but they weren't sure what work exactly. Pictures ( of which there were/are plenty) look exactly the same and add doesn't mention any work.
I figure they just bumped up the price so they could lower it again as they expect buyers want to get it for less than the asking price.
Not illegal but blooby cheeky, anyone have similar experiences?

Personally I wouldn't get out of (their) bed for less than €50K.

I get the feeling this is people thinking that prices are to rise to absorb the stamp duty that would have been paid .... Good luck in this market! :)
