Anyone able to tell me the cheapest place for artist's materials/equipment either in shops in Dublin or web sites.

The only two specialist shops that I know of are the one in Middle Abbey Street and the one in Harcourt Street. However I have no idea of their prices. I guess that there must be more such shops around Dublin too...
 
Sueellen Daler-Rowney (and Winsor & Newton) are the principle manufacturers and the Eason group are the main retail outlet for the former.
 
You could also try our old friend Reads of Nassau Street. Apart from general stationery, they have some artists materials in the basement - probably not as much as a specialist though.

Isn't there a place on the top floor of the Stephen's Green centre that sells paints and related equipment?

there is a place on mary's abbey called Evans. It sells wholesale and retail, (discount for students). Has practically everything.

Also a place off camden street called O'sullivans, not as cheap as evans but not bad either. Easons is probably one of the most expensive places.
