Are EU residents allowed to open Irish bank accounts

If you read it carefully you'll see that my question was addressed to the original poster not @Lightning's reply.

I am wondering what banks provide facilities to non Irish residents?
I don't want to be wasting my time with banks that have no interest in opening accounts for non residents.

Basic bank accounts are available from Bank of Ireland, AIB, EBS and Permanent TSB. As noted above, anyone resident in any EU country can open a basic bank account in Ireland (provided they don't already have bank account in Ireland).

Other banks may offer accounts to non-residents, but these four definitely do, provided the non-resident is resident in an another EU country.
