Architects certificate

In relation to an attic conversion, what is involved in getting an Architects Certificate ?

Is this simply to state that the work is exempt from planning ? or something else ?

Architects Cert. should deal with the folllowing:

What works were carried out? When? Whether works required planning permission and if so details of that? Works carried out in accordance with pp.? Whether works as carried out were exempt from planning by virtue of ?????????? Whether works were carried out in accordance with building regulations?

Also does it comply with fire regulations.If the conversion is living space or sold as living space all doors down to the front door must be changed to fire proof doors,the smoke alarm in the conversion must be wired to the mains, there are also other fire regs but most people convert thier attics live in them but can only sell the house as an attic converted for storage only.
