Apartment Complex - Managing Agents not Managing Refuse

In the apartment complex I live in, we have communal bin stores. Recently, the bins have been taken out of the bin stores and placed outside (in the carpark), as the managing agents claim the bin stores are full of bulky rubbish (mattresses, tables etc) that need to be removed.

Now we're in a situation where, over the course of the week the rubbish builds up, overflows the bins, is pecked by birds and clawed by cats, and generally the place is a mess and a complete health hazard.

Managing agents don't want to know...is there anybody else I could contact? E.g. Fingal Co Co...would they be interested given it's a private estate?
 
Well you could contact environmental health officer in Fingal CoCo, not sure of the direct number but 8905000 is the switchboard. They should be able to help you out.
