Anyone heard of "up to decoration only" on a building contract?

Recently had some work carried out on the house (replumb which involved the pipes going through some of the walls). The contractors did a nice job of the replumb but have said it is up to us to find a plasterer to finish the walls. In the contract we have "all works are up to decoration only" which we took to mean walls are finished (and we repaint ourselves).

I'm normally pretty on the ball with contracts but couldn't see how "up to decoration" was anything other than "the large holes in your walls will be filled". I'm I missing some building lingo here?
