Amount of Gift Tax Exemption for Small Gifts in 1997

Bit of a technical question this. Does anyone know what the annual exemption was in 1997 for small gifts? Trying to calculate my accumulated CGT liability. I know its €3000 in 2015 but can't find 1997 figure anywhere. Thanks in advance for any help

Just as a supplementary question; How do you notify Revenue if you have exceeded 80% of your lifetime gift tax free limit of €225K (but not actually exceeded the €225k), and are there in practice any penalties for non-notification?
 
You submit a return...there's just no tax payable.

In theory you could be hit for a €3k penalty for not submitting it but in practice that wouldn't happen.
