a quick way to seal chimney? help

In a few words what is the best way to seal a chimney but leave the facility to undo it if needs be. I usaully fill a bin bag with loft insulation and stuff it up chimney and take it out for a while in summer. House I am mving to is old so want to seal chimney best way.

Brick/ block it up with either concrete bricks or blockwork, leaving a 9x6" vent ope to avoid condensation building up on the inside of the flue. Plaster and fit a plastic hit and miss vent on the exterior.
