A new "evictions ban" is on the way

I heard of a case where a landlord had a Property where the Gardaí had to break in the door to deal with a person inside. Locks were changed but due to the ban on evictions the keys had to be handed back to the person inside. Surely there should be exceptions to the rule.
 
A tenant renting under HAP scheme given notice of eviction. The house needed back by the owner to live in himself. Tenant has found other accommodation but is not allowed to move until within 4 weeks of date of eviction under the HAP scheme. With the previous and current moratorium in place this delays date to Feb. 2021. It seems the owner will not get possession until 2021. The tenant is willing to move but it seems the Hap rules don't allow this tenant to move to another house until within 4 weeks of being evicted. Is this correct? Nothing on hap.ie or rtb.
