5 year public service and PRSA

I have a five year public service pension record ( was on contract) from the 2000s. I also have a PRSA from a previous private pension after a 5 year contract. Apart from that I have no pension but I do pay into a national instalment savings plan. I am currently signing for unemployment credits for about 4 years. I'm 44 female and married. I'm hoping the job will materialise for me soon as I am on a panel but I need to plan for retirement privately regardless.What can I do for a pension now? Can I set one up and backdate it by using my instalment savings? Will my old public sector contributions give me anything or can I pay into that? Am I better off putting money into another kind of scheme?
Will my 4 years credits mean/ count for much at retirement? Any and all advice appreciated. Thanks.
