2nd hand guitar bought on e-bay: Is VAT due?

I bought a second-hand guitar on e-bay and was expecting to pay excise of 3.75% (I think) but got a nasty surprise when I also had to pay 21% VAT. It was always my understanding that VAT was only charged on new items, not used goods. I spoke to someone at An Post but they are only doing what they are told, I have a number to call at Customs & Excise but can't reach anyone until Monday. I did a search of the revenue site but couldn't find anything specific. Does anyone know if I am liable for this charge? Thanks in advance for your assistance.
 
Hi Pistachio, how did you get on with this one; I oftern would like to buy from ebay us, but I don't for fear of VAT.
 
Had to pay VAT, it seems that you may get lucky and they will let your package through without charging VAT, I still don't understand how there is added value on a used item though but that is how our customs work.
 
I have used EBAY numerous times and never been charged VAT , I have to say i bought alot of small stuff however i did buuy car parts, headlamps etc but never had a bill from the VAT man.

It is a pain in the ar 5e though just like VRT Tax
