When the 21% VAT is added on to something you buy online, should it be added to the value of the product only or the total value of the product plus the P&P?
 
Well take a look at they seem to be charging VAT on the P&P as well as the goods.
 
An Post services and postage stamps are exempt from VAT. General packaging and couriers have a 21% VAT rate (ref Revenue.ie).

The Expansys site is offering postage and packaging via DHL which therefore incurs a 21% VAT rate.
 
Just to note ... if you buy from a retailer in another EU country that does not do over a certain level of business into Ireland (c. €50K p.a.? - after which they must charge Irish VAT) you can pay the retailer's local rate of VAT instead which may be lower.
 
Oh apologies to expansys. Shouldn't have posted until I knew for sure. Thanks for clearing that up.
