Public sector job advertisements

Has something changed with wording on public sector job vacancies? (specifically HSE)

I notice in recent advertisements the stipulation that a non 'new-entrant' must be under 65 years of age to apply has been removed?.

Secondly the wording that a 'new-entrant' has a compulsory retirement age of 70? Has the word compulsory been recently added? In reality how can they enforce this.
