I am looking to buy a new printer from the UK.
VAT is now payable on inport to Ireland, should this not be exported from the UK VAT free? and what is the import duty for? who gets this new windfall?

Under the terms of the current trade deal between the UK and the EU, certain goods may be traded between the two freely, but only if they meet the rules of origin criteria. It is almost certain that the printer you are after was manufactured in Asia, and so does not meet those criteria, and so would be liable to duties and VAT assuming the value exceeds the thresholds.

It would be WTO rules elsewhere.

Yes correct. There should be no UK VAT.
You pay Irish VAT on the importation. If the company you are buying from is registered for Irish VAT, they will charge you the Irish VAT. In that scenario, both pre & post Brexit, it was Irish VAT being charged.
