Civil servants who commenced pensionable service in the 1980s are said to be in the Rolls Royce Civil Service Plan - lets call the "RR Plan"! (I am not familiar with the effective dates of the plan design changes to the various schemes, etc.)

Members of the RR Plan pay lower rate PRSI contributions because they do not get the contributory state pension. What I want to know is, in the event of the death of a member in retirement, whether his/her spouse is entitled to the state contributory widow(er)'s pension.

On the members death in retirement, the surviving spouse gets 50% of the members pension. So assuming full service (40 years at retirement ), the spouses pension would be 50% of 50% of Salary plus any indexation since retirement.

Are you sure this is the case. I thought you had to be paying into Widows and Orphans scheme in order for spouse to get anything?

Apologies - my post wasn't very clear.

Within the RR Plan, there is an option/facility for members to contribute 1.5% of Salary in order to qualify for spouse's pension of 50% of pension.

What I am enquiring about is the broader social welfare state widow(er)'s pension - i.e. is the social welfare contributory widow(er)'s pension payable in addition to the 50% spouse's pension payable under the RR Plan?!

Yes, you are entitled to a Widows Contributory Pension. Class B/D are covered.
 
In terms of State Pension, on the members death in retirement a surviving spouse may get a State Widows Pension even though the member was not getting a State Retirement Pension. But there are some conditions to be fulfilled including:
- spouse not co-habitating
- either member or spouse have paid PRSI or signed on for credits in the 3 or 5 years prior to age 65.
 
The Rolls Royce Civil Service Retirment Plan - You must be joking. The CS/PS 2nd Hand Lada Retirement Plan is nearer the mark. Let me point out (and not for the first time) Civil/Public Servants pay PRSI but not the amount paid by the Private Sector. Sounds Great? No - Civil/Public Servants are not entitled to claim all the benefits the Private Sector can. From memory, I think the only Social Welfare claims for CS/PS people are (i) Widows Pension non contributory (ii) Death Grant (iii) Free Travel*. Retired Civil/Public Servants can sing for the rest of Social Welfare benefits.



* . . . and even Free Travel is being revisited according to recent news reports.
