Of course it's a welfare payment; it's paid by the Department of Social Welfare (now the Orwellian sounding Department of Social Protection).
It should only be paid to people who need it or, better again, paid in vouchers. That way the banking executives wives or politicians wives would not spend it and so the state would save money.

Yes it is paid by the Dept of Social Protection, but because its a non means tested universal payment I wouldnt view it as a welfare payment in the same sense as other means tested payments.

I didnt say 'it isnt', I said 'I wouldnt class it'.
 
I dont think I know anyone who ring fences childrens allowance specifically for the children - do you?

I actually know a few couples who have never touched it and save it for future education costs.
An Post have a savings scheme where your children's allowance is directly paid into an account and held for a number of years, earning 10% interest.

Pretty sure its 10%.
I think they take the children's allowance for a year and hold it for a further 3.
