Would some petrol head review this? Revenue eBrief- Import of Motor Vehicles from the UK

Revenue have just issued this and it applies to individuals as well as the trade.

I am assuming that this is a dog's dinner but would be grateful if some petrol head would review it and tell us if importing cars from UK is now a feasible proposition for individuals.
