Who prosecutes air rage flight diversions

It was in the news this week a drunk Geordie chav caused disruption on a flight from Tenerife to Newcastle. The flight was diverted to Shannon where she was arrested. The media then reported she was released and a file sent to the DPP.

Is it Ireland's responsibility to prosecute? A court case costs money and if she gets sent to Limerick prison one day that costs even more money.

Who has responsibility to deal with air rage incidents on international flights? I would have thought it would be the destination but is it the country where the flight gets diverted to?

Just wondering :)
 
normally it is where the flight get's diverted to, airlines would usually be reluctant to fly on with a disruptive passenger, they will want to get the person off as fast as they possibly can on grounds of safety.
