Just to explain briefly, your wife's plan 'First Plan Level 1' is very over-priced for the level of hospital cover included.
It really just fully covers public hospitals only, as 50% private hospital cover would mean a shortfall running into thousands for surgery which defeats the whole purpose of having health insurance. Plans with public hospital cover only cost 510 euro.

However, there are a couple of alternative plans, including public and private hospital cover, worth considering;
Wife Option;
Glohealth Bloom Plus plan; price 900pa; public, private, and Beacon hi-tech hospital.
Excess per admission 300 for the first 2 claims only per year. Day case excess 75 per visit.
Note; no excess at all is payable in any public hospital, just private or Beacon hospital.

Note; Children under 3 yrs of age are free of charge on Glohealth Bloom Plus plan, so this will suit your 1 year old child.
3 year old;
Nurture Plan; Child price 100pa; public, private and Beacon hi-tech hospital. Excess per admission for a stay is 300 for the first 2 claims per year.

1. Laya Healthcare; Flex 500 Explore; price 721pa; public, private and 3 hi-tech hospitals covered, excess 500 per private/hi-tech hospital
admission for surgery/treatment. Day case excess 150 per visit.
