Anyone have experience of the council overvaluing an affordable house to calculate the clawback? Can you appeal the valuation?

Society, I got my place evaluated by them last year at 100k (150k LESS than original value)
This year they valued it at 130k .... Get it independently valued, just ring an agent, I believe they normally don't charge if you tell them you are looking to sell. Now, who's word do you take? I mean is the "valuation" of a property regulated for who to say what is/isn't worth x amount? They keep saying the market value, but, a girl with a high viz vest and a clipboard just went, "meh, 100k" last year and "meh 130k" this year. Is she the market?...... Can I not just say what I think its worth? What criteria are accepted valuators going by?
