I have recently opened a credit card account with Halifax which the start date is 04/07, upon trying to close my Bank of Ireland account and having paid the €40 stamp duty last week they inform me that to receive a letter of closure I have to pay another €40 for this year and that Halifax wont charge me next year. Is this correct?
 
Yes, the €40 stamp duty has to be paid to the Government on closure of a credit card account. If you open a new account you can 'transfer' the payment to your new credit card, meaning that you wont be paying any more than €40 in one year (as long as you only have one CC at any time). It should be in your T&Cs.
