retention planning and mortgage drawdown

Currently doing a self build with just over 80% of mortgage drawn down. We want to change the location of our percolation area which will need retention planning permission. Question I have is how will this affect the remaining draw down of mortgage given that it will take some time to get the retention and thus build won't be signed off by engineer as compliant until the retention is granted?

Also the new percolation area will go over site boundary into a neighbouring field which is family owned. Will the bank allow this for final draw down of mortgage? Mortgage is with Ulster Bank.
