I happened to be in Thomastown District court yesterday on other business and I was listening to the applications for installment orders.

No one showed up to challenge the orders and they were all granted. How excatley are they calculated? Most of them were for huge amounts like €400 a month etc. One was for €80 a month.

Is the amount agreed with debtor and creditor before court?

If they were agreed beforehand, the person making the application would have said so. Installment order amounts are generally just an amount the creditor asks for. Sometimes the debtor and creditor come to an arrangement before the court date, in which case the creditor will simply ask for the sum agreed. If the debtor does not agree, it is up to them to come to court and be examined as to their means to see if they can or cannot afford such payments. If they don't turn up, the judge does not have the opportunity to give them a hearing, so the creditors application will be granted unopposed.
