The short one explains option and optional but not optionality.

I could not make head nor tail of the long explaination, is it a spoof? They seem to be some kind of intellectual anarchists!

I got this definition on page 5 of a google search.

This definition would make sense of the context of the MI interview with the leader of BoI.

Hey! A geezer in the IT letters page has nailed the interview ..... CEO of BOI Brian Goggin on Morning Ireland last Thursday. And he (the letter writer) seems to be as confused as anybody:)
