NPPR when selling property

The case of a property with two co-owners. One co-owner is resident at the property, while the second co-owner has been living elsewhere.

Is The co-owner who has not been resident at the property (who is about to sell his share to a third party) be liable for NPPR.
 
Household charge and property tax were both paid by the person resident at the property, but NPPR was never paid.
 
Apologies for my earlier post ... It never registered with me that one of the owner's was living in the property (even though it was in black and white in the OP's initial posting). NPPR - non primary residence ..
