Moving British pensioner to ireland

My MIL is thinking of moving to ireland to be near us, she is 73 and will hopefully sell her house there and buy here.
How do we go about getting a med card, she's got some health issues and we don't really want to wait till she arrives to apply as it'll take ages and cost €€€€. Can she get free care with EIHC or E111 until its sorted?
Her pension will i assume still go into her account, can it be topped up here as its higher in this country, as will be her living costs.
Is there anything else that week need to think about?
BTW she's never lived here.
 
The EIHC will cover her for any health issues once she arrives here, AFAIK. She can apply for State Non_contributory Pension once she has established residency here, but it is means-tested and her British Pension will be taken inot account. It depends on how much that is as to whether she will get an irish pension as well. You can download a PDF info document from this link
