What are the benefits to those relatively healthy under 30 ish joining a basic health insurance plan ?
Apart from private cover in a public hospital basic plans cost €500 approx and day to day cover is full of excesses and caps.

One benefit is if you get injured or ill unexpectedly and are unhappy with the wait times/service in the public system, you'll only have a two year waiting period for that condition if you upgrade your plan to cover private hospitals. If you take on insurance for the first time after the condition occurs, it wouldn't be covered for 5 years.

Also there could be a possibility of some queue cutting in a public hospital, if you go as a private patient via the private wing of that public hospital. Eg. Beaumont private but then the procedure would be in the main Beaumont hospital. However this is against HSE guidelines and is not supposed to be how it works anymore. Everyone is supposed to be on a common waiting list.

Possibly you'll have some level of cover for a private minor injury clinic too, which could be of some use depending where you live, how easy it is to access is to your GP, how crazy your local A&E delays are and how active you are (injury risk).

If one of these policies only costs €500 and covers you for the rapid injury clinics then they are worth it IMHO. Had to visit the VHI Carrickmines one recently and they were excellent. In and out with x-rays in the matter of 2 hours. You could, of course, avail of the HSE Rapid Injury clinics instead but I don't know what the waiting time would be in those.

If you are coming up to the Lifetime Community rating age it wouldn't do any harm to sign up now.
 
A benefit I find with Laya is their careoncall GP service.
For very mundane issues you can do online form consultation. For standard GP issues you get the video doc face to face service and it's excellent and included in your policy.

Several other benefits too that you may find beneficial such as health coach and physios
