insulating dodgy exterior walls

Had an builder put an extention on to the back of a mid terraced house. It was built with standard breeze blocks and with a gap of ahlf a foot to the neighbours extention. As a result the xtention is very hard to heat with the kitchen units being permantly cold and draughty.
Any suggestions on how to seal it?
There is not enough room to get down to plaster it!

hi all,just been up in the attic to get christmas tree and decos and i noticed some of the stuff is wet.theres dampness along the apex timbers mostly where the sun doesent shine and theres dampness on the felt inside as well.the house is 30 years old,has anyone had this problem before.could the felt be starting to perish.thanks for replies.
