HSE - Reckonability of Temporary Service

Hello all,
Mrs PP (midwife manager) recently received a letter from the HSE in connection with "Reckonability of Compulsory Service for Pension Purposes - Full PRSI Contribution (Class A)" stating that her student service as a nurse (1984-1987) and also temporary contract of approx 0.2 years (1987) were compulsorily reckonable in the calculation of pension entitlements. The bill came to over €6,000 euro.
We do not have a problem with paying for this but the amount is calculated on the pensionable pay and State Pension (contributory) rate applicable 3 months after becoming pensionable. However on enquiring the HSE said that the date she became pensionable was in 1997 when she rejoined the HSE and is calculated on her salary then (which was obviously considerably in excess of her pay as a student).
I would have thought though that it should be based on her rate of pay as a student nurse as it was then that she became pensionable by their own admission in paragraph 1 above.

Any advice on this would be gratefully appreciated.
