Home security improvments for pensioner?

Hi, we have an elderly neighbour (retired) who lives alone.
He would benefit greatly from an external sensor light on his home and were wondering if there is a scheme / grant that would cover this?

Please note that this is the persons second home (shares time between Cork and Kerry) - would this have an effect on decision?
