Gift between siblings

My brother wants to gift money from me from his Irish bank account - he lives in Germany and I live in UK. Does the 32500 threshold still apply even if I am a non Irish resident

I'm not a tax expert but if you are domiciled in the UK for tax purposes, then IMO HM Revenue rules apply.
