Details at eave with external insulation

I converted my garage and it is externally insulated with instulation between rafters in the roof. The room is FREEZING and there is just a constant breeze that I cannot for the life of me find.
I look at the detailing in the eaves of the roof and it is insulated like the image 5 in the this link. with this construction is there a risk that air could be getting in under (warm side) of the insulation? Should there be fibreglass insulation in the eave area between the wall insulation and the rook insulation, while maintaining the path for air to flow above the insulation into the 50mm gap?
We have recessed lighting (I know they can be a problem) and pulled one out and there is a gap between the bottom of the insulation and the back of the plasterboard so any air coming in from the eaves could pass up in that space.
Or am I mad/stupid/both?
