Denied 2004 Tax Credit. Advice needed.

3 weeks ago, I submitted a request for Tax Credit to the Revenue for Health Insurance paid for 2004-2007. I was awarded credit for 2005-2007 only but not 2004, as it was over 4 years ago. If I applied 5 weeks earlier, it looks like I would have been OK. I am sure if I owed tax from 2004, I would not be exempt from paying it. Can I contest this and demand my 2004 credit ?

The last time this came up the answer was that it's not fair , but nothing you can do.

Don't think anything has changed since.
 
The four year rule is well documented. There have been no changes. And yes, if Revenue were owed money by you from pre 2005 you would be obliged to pay it. That's the law.

Nothing you do after 4 years have expired.
