Just a quick question - if someone gets a summons and it doesn't really relate to them, can it be re-issued into someone else's name?

Yes, I'd imagine so.

If the original summons is made out in someone elses name then it isn't relevant to the original person.

Your question should be can a summons be issued more than once, to different people, arising from the same evidence, (if the first summons was issued in error).. and yes, I'd imagine so.

Is this a civil or criminal matter.

If it is outside of the 6 months limit they may well be problems if this is a criminal matter.

I once got a summons with the wrong surname on it - when I spoke with the solicitor at courthouse, he said the judge could amend it there and then. So I had to let the case proceed and after receiving 3 reminders of a penalty notice at home, I sent a letter stating that no-one by this (wrong) name lived at my address.

So its a yes from me...
