Buying shares online advice

What's the best place to buy shares online?

I've checked some info online, google, youtube... and most of the info is for US based sites, like etrade.com, which I'm pretty sure you need to be from the US to use.

I don't live in Ireland anymore, most of the year is in Asia, so, do I need to provide utility bills and all that sort of malarky?

Just looking to invest some cash in solid enough blue chip stock with decent dividends,

Not sure about residency issues, but price wise TD direct investing is the company I use. Very large (Canadian?) firm with offices in the UK. Flat fee and online buying and selling. Overall I find them good.
 
I am also interested in this.

SaxoTrader has been recommended by somebody, but they charge inactivity fees.
Sharewatch.com seems to be a good deal - No non-activity fee and no admin fee.

I would probably only trade a few times a year, so not sure what the best option is.

Any recommendations on this?
