I was only vaguely aware of these guys, (It's only been referred to twice on askaboutmoney) but on reading the Annual Review by Insurance Ireland,
Apparently, if a consumer has a complaint, the IIS will call the insurance company to see if it can be resolved without going to the Ombudsman.
They deal with life and non-life insurance, although most of the queries are about non-life issues.
