Young cousin living over here now. Can he get anything?

My 16 year old cousin he's nearly 18 is living over here. He moved from England and his mother and father lives in Canada but he doesn't talk to his parents this is a recent thing so he moved here.

I'm just wondering would he be able to get anything? He's interested in doing a fas course but doesn't have a permanent address.

Be grateful for any advice.

Is he 16 or 18???

It is doubtful from the information you have given that he will be eligible to do a FAS course or to claim social welfare due to the habitual residence condition.

Generally an applicant who has been present in Ireland for 2 years or more, works here and has a settled intention to remain in Ireland and make it his / her permanent home will also satisfy the Habitual Residency Condition. For full information access http://www.welfare.ie/

Whether he meets the Habitual Residency Condition or not, he can't make a claim for Jobseeker's until he's 18 years old.

Is he an irish citizen?

It doesn't make a difference whether he is an Irish or EU citizen, Irish citizens cannot get preferential treatment over UK citizens, hence the residence requirement to prevent "welfare tourism".
